The Ukrainian gambling regulator ruled that the football club breached strict advertising laws connected to gambling promotion. As a result, the regulator has imposed a major penalty on Dynamo Kyiv.

The PlayCity Agency issued its decision on January 26 this year. It ordered the club to pay 5,188,200 hryvnias (around $140,000) into the state budget. The fine followed an investigation that found Dynamo Kyiv had violated multiple provisions of the country’s advertising and gambling laws.
Officials documented the violations in a formal report dated January 16, 2026. They reviewed the case under Ukraine’s gambling control laws.
The resolution of PlayCity Agency requires Dynamo Kyiv to transfer the fine directly to the state treasury under the designated budget code for gambling, as well as lottery violations. The club has three months from the date the decision takes legal effect to pay the penalty or challenge it in court.
Authorities will treat the ruling as an enforceable document and pass it to the state enforcement service for collection if Dynamo Kyiv neither pays nor files an appeal. The agency also instructed its department to monitor compliance, notify the club formally, as well as publish the decision on its official website within five working days.
Authorities imposed the fine under Article 59 of Ukraine’s gambling regulation law. This law allows financial sanctions for violations of advertising rules. The decision also referenced provisions of the advertising law and administrative procedure law. It confirmed that gambling ads must follow strict guidelines on content, placement, and audience protection.
Dynamo Kyiv failing to comply will lead to enforcement. The ruling specifies that the decision becomes an executive document after three months. This gives authorities the power to collect the fine through compulsory measures.
The regulator emphasized that the penalty is not only financial but also a warning to ensure future compliance.
Dynamo Kyiv should either pay the fine or prepare for a legal challenge with the decision now public. On the other hand, the regulator keeps on tightening control over gambling promotions nationwide.
