The Brazil Ministry of Finance has published its regulatory agenda for betting and gambling by 2026. It outlines 13 initiatives to implement over the next two years.

The Ministry of Finance released the plan on April 16, as detailed in Ordinance SPA/MF No. 817/2025. This follows the January launch of the regulated fixed-odds betting market of the country.
After a public consultation period that collected an estimated 200 contributions between February and March 27, officials finalized the agenda.
With additional feedback from a virtual public hearing held on February 21, most input came through the Participa + Brasil platform.
Central to the plan is making a database of individuals excluded from betting.
This system will track self-excluded individuals, those with gambling disorders, and restricted people. It includes athletes and ministry employees involved in betting regulation.
The Prizes and Betting Secretariat of SPA made three notable charges to its draft agenda following public feedback.
The authorities consolidated regulatory items concerning betting agent suppliers. They adjusted the timeline to prioritize services for problem gamblers before improving inspection processes.
The regulatory implementation will follow a quarterly schedule. Draft regulations will be published starting June 30, followed by a period for public comment.
The agenda expands beyond sports betting to address other areas under the authority of the secretariat. This includes Instant Lottery or Lotex, commercial promotions, and early capture of popular savings, a financing method used in tourism construction projects.
This is the second regulatory roadmap from the secretariat.
Established the framework for fixed-odds betting that became operational on January 1, the first, published under Ordinance SPA/MF No. 561/2024.
Other initiatives in the new agenda include creating a distinctive seal for authorized betting operators. It also aims to improve the allocation model for athlete image rights, establish a National Betting System, and review certification requirements for betting systems.
Each quarter by 2026 will introduce new regulatory drafts. The plan follows Brazil’s legalization of fixed-odds betting in late 2023.
