The KSA, or Netherlands Gambling Authority, has initiated enforcement action. The action targets the operator behind Instant Casino, EOD Code SRL, to collect a €840,000 penalty. This is after the company failed to halt illegal activities and did not pay recently imposed fines.

The KSA issued a penalty order against EOD Code SRL last summer. It imposed fines of €280,000 per week, capped at €840,000, for offering online gambling services to Dutch players without a license. The regulator states that the operator continues to violate the rules despite being given four weeks to bring its activities into compliance.
The KSA found that players in the Netherlands were able to register, deposit funds, as well as participate in games on Instant Casino without restriction during numerous inspections. Well-known titles like The Dog House and Majestic Fury Megaways Unleashed were accessible. On the other hand, the operator offered Bitcoin as a payment method. Dutch law restricts crypto casinos.
The regulator also concluded that the platform explicitly targeted the Dutch market. Indicators included the automatic selection of the Netherlands during registration. The platform also displayed the +31 country code. The platform offered Dutch-language customer support. It also set the euro as the default currency. No effective technical measures were in place to restrict Dutch customers.
EOD Code SRL did not appeal either the penalty order or its publication. The regulator sustained the full €840,000 penalty as the violations continued.
EOD Code SRL did not engage in the process. The regulator formally decided to proceed with enforcement on December 11 of the previous year. The regulator recently published this decision on its website. The operator must transfer €840,000 to the regulator within six weeks of the ruling. We cannot be certain whether the operator will make the payment. Previously, the KSA has reported that illegal gambling operators rarely pay imposed fines. In 2025, the regulator disclosed that 97.5% of the €56.4 million in penalties issued to unlicensed operators since market legislation remain unpaid.
