Paraguay has established an expanded legal framework for its betting industry. This is after the country took steps to eliminate the gambling monopoly near the end of last year.

The newly published decree, No. 3846/2025, aims to update, modernize, and strengthen the regulation of the sector. It regulates Law No. 7348/2025. This is also while amending and expanding Law No. 1016/1997.
The inclusion of the CONAJZAR or National Gaming Commission is one notable modification as a decentralized body of the DNIT or National Directorate of Tax Revenue.
The new structure will appoint a DNIT representative as Chair. Representatives from governorships, municipalities, and the Ministry of the Interior will also help steer regulation.
This change marks a fundamental shift in the balance of power between the DNIT and CONAJZAR. Before these changes, the DNIT reviewed and approved terms. Yet, it now has the authority to design them from the start.
Some of the new authorities of the Commission will include overseeing gambling establishments. It will also issue gambling regulations at the national, departmental, and municipal levels. Additionally, the Commission will create its own operating regulations as a collegiate body. It will have the power to approve new types of gambling establishments.
The Commission will prepare and approve the terms and conditions for tenders or concessions. It will authorize calls for public bids and award licenses. The Commission can also request assistance from the DNIT for verification, control, and oversight of premises and concessions. Additionally, it can impose fines, and order the termination or revocation of concession contracts.
Paraguay is becoming an increasingly important market in the broader Latin American betting sector. This sector has seen significant growth in recent years, with new markets launching, international companies establishing a presence, and overall value rising.
